FEI helmet rule 2013
 
I'm confused. The new FEI helmet rule for dressage states:

Athletes 18 years and older, riding horses seven years and older may wear a top hat/bowler instead of protective headgear at the actual Competition and the warming-up directly prior to the Competition (with no break before the Competition), which includes riding between the stable and the warm-up area, riding of the competing Horse in the warm-up area, and riding back to the stable.

So doesn't that mean you could wear a top hat at levels lower than FEI, whereas this year you could not? Or is this rule only for FEI competitions, so only CDIs and such, while the rule of being over 18 and riding at PSG or above is only for national level competitions? Is the rule we've been abiding by this year at USDF/USEF shows only from USEF? What were the FEI's rules this year then?

I believe it means if your are over 18 years old (adult) and are riding a horse at least 7 years old you don't have to wear an ASTM/SEI certified helmet anytime on FEI grounds while riding - you can wear top hat or bowlers hat.

I get what it means. I guess my question is whether the rule applies to everyone or just those at FEI sanctioned competitions. Because this new FEI rule is actually less strict than the one in place now for USEF/USDF recognized competitions.

Of course it doesn't matter to me since I'll wear my helmet no matter what, but I wanted to know.

Sorry I misread your question. I am not sure who it applies to, but I don't think the FEI could actually enforce that rule at non-FEI shows.

I would assume any sport can add too, just not take away. For instance Endurance racing, a race may have multiple sanctioning bodies. Take a recent ride for instance, sanctioned by FEI,,, AERC and SERA, and run by a ride manager, FEI says helmet not required, AERC (American national body) says, Jrs required, SERA, (regional) says everybody wears one (example not sure if it does or not) See it isnt violating FEI rules for a lower level organization to require one. The lower orgs have "Added to". So even though FEI can say not required an organizer can still require it. I would guess sooner or later they are gonna be required to get any kind of liability protection.

The FEI sanctions only shows at CDI* and higher. Any shows sanctioned by your NF will be governed under their rules.

So this rule is only in effect if the show you are riding in is a CDI competition, sanctioned by the FEI and requiring permission to compete from your NF, an FEI passport, FEI vaccinations, etc..
