Long and Low? How to accomplish on the gound first?

I've done some research, but I'm still not completely positive I get it!

So I am going to start in a small circle, with the horse walking around me nice and relaxed. Then once horse is comfortable I start to pay attention to his hind legs. I want to watch for the inside hind and as it is raised into the air give a "leg" cue with the handle of the whip. What am I looking for here? The stride in back to lengthen, more propulsion?

Then once the hind end is moving well I want to ask for the forequarters to come towards me. I do that by applying slight pressure to the inside rein until jaw softens and shoulder moves in??

I'm not sure what I am doing here! I want to start this on the ground first. This is going to be new for my horse and I don't want my extra added wait for him to have to deal with.
