Mine is old - it's time to trade it in.
1) I want one that I can download the local weather app to follow the weather while I'm in the closet during the next tornado warning:-P
2. Has to have great reception in remote areas.
3. Has to fit easily in my small hands. I've read complaints about that regarding the Droid Razr MAXX and the Samsung Galaxy S3 for example.
4. Has to be Verizon friendly.
5. Has to be able to take pics and videos.
6. Doesn't need to cost a bloody fortune; the closer to "free", the better:-P

Well I love my I-phone 4S! I got it last June. Best Buy has a wonderful return plan (for about $15 a month, if it quits working, and demonstrates it's problem while there they'll replace it with the latest model).
Local weather app... Check
Reception, pretty good
Fits easily into small hands... It depends on your case. I got the heaviest Otter box I could find (it came with the phone). Being the queen of klutziness, I drop and throw (accidentally) it a lot. So far so good.
Verizon friendly... not sure, I have Sasktel. :-)
Pictures and videos.... Check
Cost... depends on the plan you get. I got a three year plan, and the highest data I could (10 GB a month)... I pay around $90 a month. There are smaller plans out there of course.
Also ease of use, it's my first cell phone. I find it very easy to use. Love it! And if it breaks, well I'll probably get another I-phone. :-)
My brother just got a Samsung Galaxy (the latest one not sure the number), it's a lot bigger than mine. He likes it.
I got my iPhone 4 for $0.97 on a new Verizon plan (same price on an upgrade) at Walmart and I can't believe I ever thought the Droids were good. I love love love LOVE my iPhone.
For two iPhones with 6GB of data to share between the two and insurance, we pay $190 a month.

I have the Droid 3 by Motorola from Verizon.
I am not real tech savvy and I hate trying to type on the screen with my finger. The Droid 3 has the slide out qwerty keyboard so you have the option of using the screen to type or the keyboard. The screen is very easy to read in bright light outside too which I like! It is fairly small and I can ride with it in my pocket. Takes decent pics and videos. It should be fairly inexpensive because it is an older model.
I am on my second one and only because I dropped it face down on a cement floor and it shattered the screen. It still worked great but the glass pieces falling out were starting to cut my fingers! Before that the phone was a year old and had been dropped in the arena several times, in the water trough, I actually threw it several times and it still worked. And I never used one of those plastic cases or screen protector either. So I got another one to replace the first one when the glass was coming out. I would consider it a pretty tough phone! My phones never last long.
Might be a good idea to check what Verizon has on offer. Or Walmart and Radioshack. I will upgrade to Samsung Galaxy Note asap, BECAUSE it's bigger. Im not doing very much calling, but all my computer work, since our home computer never got set up after hubby got a smart phone, too...;-)
You'll love it once you get the hang of it...imagine....take pic of Joker, and send it right then and there.....;-)
I will say that my iPhone is MUCH easier to type on than my Droid (original) or Droid Eris.

We've had the iPhones for two years now. We did have to have the phones replaced once. Mine had a sound issue and my wife's had a software issue. Mine got replaced with the original iPhone 4 and my wife's was upgraded to the 4s (with Siri). They work pretty well most everywhere. The only issue we have now is we don't have Internet for our computer so we can't backup the phones to the computer. We need the newer version of iTunes since we updated the phones. Also any updates have to be done through wifi or through a computer. Living in the country with no land line sucks for that.
The only reason we got the phones two years ago was because they were changing the data plan. As long as we got the phones before a certain date, we would have unlimited data. Afterward, we would only get a limited amount. We also pay about $190 per month for 2 phones.
Edit: We have Verizon.

the plain ole VZ prepaid phone with slide out keyboard will do everything you mentioned, You dont need a smart phone.

This has all been very helpful for when I go to the Verizon store and they start trying to tell me "what you REALLY need is". It cost $400, I'll get P.O.'d and stomp out of the store without a new phone.
Hopefully you have all saved me from that embarassment. I'm not prone to foot-stomping but I hate "please-take-a-number-and-be-seated" cell phone shopping more than anything:-P
