Counfusion about the Hanoverian Registry

I have looked at hanoverian.org to try and figure this out, but it is still confusing me. I understand that the studbook is open, but I only partially understand what that means.

Basically, the parents don't have to be a Hanoverian for their foal to be. I was wondering where the line is drawn at. Does one parent have to be, then the foal is judged to see if he can be registered?

What if a horse registered with the American Warmblood Registy is in foal from a Hanoverian stallion. Is it too late to register the dam as a Hanoverian? Can her foal be registered as one? Do you have to wait until the foal Is a certain age so it can be judged to see if it fits the breed description?

What if two Thoroughbreds produce a foal that fits the description of a Hanoverian? Can the foal be registered as one?

Sorry, this open studbook thing is new to me.

Their website has " rules & bylaws", a PDF file, which explains everything in depth.
