Should I call Animal Control?
 
I was on a trail ride yesterday, and I found a path that I thought would lead back to the farm, or at least to the regular trails that would take me back. I rode up the path and the first thing I see is a loose mare. She was skinny, but other than that she seemed to be fine. I didn't think much of it at first, thinking maybe she was old and couldn't get very far so that it was okay to be loose. So I rode back down the path at a canter, because there were some caged up dogs that would not shut up and I didn't want the owners to come out and find a girl on a horse in their backyard. As I was cantering, I noticed some older man trimming a tree. I told him about the loose horse, and he said I should probably try to talk to the owners. So I rode back. I got closer this time, and what I saw kind of shocked me.

At least the horse was gelded. You can't tell from the picture, but he had rain rot all over his back and he had white hair on his whithers from saddle sores. His nose was also badly sunburnt.

Right before I left, I noticed that there was a water source OUTSIDE of the round pen. Almost as if the mare was supposed to be loose. The road was not very far away, maybe about a hundred or so feet. She could have easily wandered off and gotten hit.

As I was leaving, I noticed this "fence". It was about two feet off of the ground. She probably stepped right over it and walked over to the round pen to be with her buddies. There was also a massive pile of trash to the right. My phone ran out of memory, though, so I couldn't take any more pictures of the scene.

I want to help these horses, but I am not sure if I should. They could be rescues. On the other side of the barn and to the left a bit, there was this shed with about three roundbales in it, and there was evidence that they were being used. So maybe these people took in the horses to rehabilitate them. Another reason is that I was technically trespassing, even though I didn't mean to. I guess I should have left, but I felt like since no one else was around (in spite of the dogs barking like hell), the mare's life was in my hands. She could have followed us back down the path and onto the road and gotten killed. Or she could have wandered too far towards the house and onto the road and gotten killed. And that kind of negligence is just so WRONG. I was angry and sad for the horses, especially the loose mare. I don't know what to do about this, if I should leave it and forget about it or call Animal Control and have them rescued. Horseforum, what are your thoughts? What is the right thing to do?

I don't see any pictures, but if the animals look as bad as you state, then call AC.

Just calling the AC won't result in fines or confiscation. If the owners are in the right, and this is a real rehabilitation situation, the owners will be able to show it. If there is a problem and there is neglect, the AC will know how to take care of it. Don't hold your breath for an immediate action. Don't expect it to be on the news. Don't expect to hear another thing from it. If you think there is a problem, give the AC a call.

Pics don't show up for me, but clearly, a horse can't be loose to wander into traffic, etc. You do need to call AC.

I can't see the photos either, however from your description I would be calling AC straight away and telling them everything you saw and offering the photos (if they accept that sort of thing). You won't do any damage from calling them, if the owners arent doing the wrong thing when AC investigate they will be see - but you could save those animals lives if they are treating their animals so poorly.
