Doors of all public buildings must open outwards.

this one is for safety reasons. I forget it has been a long time
ago but I remember something about a fire at a school or someplace
where the doors opened inward. The people paniced and rushed
for the doors. the people trying to open the doors could not because
of the crowd pushing forward.

quite a few died. mostly from the smoke.
