- - Bowling Ball?

ok so i saw this goat who prolly weighs around 40 lbs and he had a 16 lbs bowling ball around his neck. he had a dog collar on and a heavy duty CHAIN tied to his collar and the ball. should i call animal control? i got evidence, i took pics

was the goats head tied so that he couldn't lift it or couldn't eat? If he had enough slack to be able to stand up, lay down, pick his head up and down. Leave it alone, unless you know the goat has been without water and feed for days . Someone just don't want the goat leaving, it's no worst than someone tying up a dog or someone tying a horse to learn to stand.

exactly what i was thinking. if hes not fenced it will keep him out of too much trouble.

You need further evidence before calling animal control. If he/she looks malnourished or injured then I would call the AC or talk to the owners.
Someone just doesn't want him jumping a fence or something along those lines. Or, he could be a little dangerous - head butting or whatever. Daughter has a Kicko buck that weighs about that. He keeps ramming my husband and I - and his horns are SHARP! I don't have a bowling ball - but he is tied to three cinderblocks. Doesn't seem to even slow him down!

Are you sure it's an actual bowling ball and not a Tumor?
I would probably be tempted to go and inquire on him myself; maybe just go to the owner's door, and tell them you love goats and would love it if they would let you pet theirs...Then you can tell for sure, and ask them what the purpose of things are; just play 'dumb', and they will probably gladly tell you everything...
