itchy fly mask?

i have been searching around but haven't found anything on the topic. does anyone have major issues with a fly mask itching?

as you can see from my picture, my horse has a lot of white on his face, so i don't want him to burn this summer. i got him a flymask that covers his whole face, but it itches him so bad! considering where i got him from, i highly doubt he has ever had a fly mask on before. but it's getting to be kind of a problem. if he wears it for a few hours, i can't even go near him without him plowing me over with his head before it itches so bad. that is all he thinks about after he has it on. today it rained and he stayed inside for the first time since i have been putting it on (it has been about a week or two since i got it) and he didn't itch at all today since he didn't have it on. i washed it thinking maybe that would help, but he still itches just the same. any suggestions? none of my other horses have ever reacted to a flymask this way before.

oh and he does not have any bumps or irritation at all, just itching.

maybe the fly mask has something in it that he might be allergic to? thats my only guess... but having no bumps throws me off.....
