What do you mean by "unbalanced"? Like he leans to one side on a circle, is heavy on the forehand, has a hard time carrying himself...?

A good exercise is riding up and down hills/slopes, to help the horse balance.

Lots of serpentines, changes of direction and circling in and out of a 20 meter or so circle for me!

Okay...my favorite are lateral movements. Leg yield, shoulder fore, turn on the forehand, spiral in/out on a circle (assuming this is a fairly green horse since he is unbalanced in the first place). Hills and transitions too.
