In a healthy horse and in moderation, they are ok. Starchy foods, such as grain and corn, or sugary foods, such as berries and fruit, can raise insulin to high /dangerous levels, increasing laminitis risk. Melons, including the rinds, are high in fiber and water, and are good for horses that need lower sugar levels. Keep in mind, these need to be in moderation also, since they have indigestible fiber too. That would increase the risk of colic. As long as they only get some and don't gorge themselves on them, it should be OK.
