Does she need a thicker saddle blanket?

So, my Mum's horse is a arab with a really fine bone structure.
When my Mum is riding, she feels as if she is going to go flying because of the horse's tiny shoulders. Would having a thicker, maybe western saddle blanket/pad help? The saddle blanket she has on her at the moment is a very thin Wintec saddle blanket that came with her saddle. We also think that it would be more comfy for her horse if it was thicker. (Since her back bone pokes out a fair bit).

A saddle blanket is not going to do anything to bulk a horse's shoulders up. If you're riding in an english saddle, it should fit like a glove, to the point that you should not need a saddle blanket for anything other than appearance and keeping your saddle clean!
When you start padding a saddle up, you'll change the way that it fits, and any points that are ill fitting will be enhanced due to the extra pressure put under the saddle.

Having the mare work off the forehand will help stop the feeling that you're going over her shoulders.

Depends on the saddle fitting and if theres any muscle wastages etc... I agree with what Kayty said.... think about it this way if you have shoes made to fit the adding thick socks make it uncomfortable....
