I have been thinking on this for several days now and I think maybe the round empty cardboard paper towel centers might just work. You could spray paint two of them with black paint then fasten them to the top of your bridle with string or maybe duct tape??

What about a fly bonet and then cut around the crocheted part so all you have left are the ears and the string that ties them on? They are pretty cheap

Go to the store and buy a set of horns pre-made with the head band part.
I like the ear bonnet idea. You do not even need to cut it. Just tuck all the crocheted part up into the ears to fill them out to be horns.

Here's a thought. They have steps to making paper mache horns in this blog. Hearing Shofar: DIY Shofarot for Kids
Granted these are for blowing, but the shape is right. All you'd have to do is leave out the noisemaker, paint them how you like, and then attach them to an ear bonnet with some velcro strips. You could cut out the ear part of the ear bonnet if you wanted his normal ears to show. Like nicole said, they are cheap. They also come in black.
