This has been covered before. Numerous times. If you don't like how calves are handled, and you don't like rodeo, don't troll in the rodeo section of this forum. Have you seen calves killed at a rodeo? No, you've watched Shark videos on YouTube. You've seen the dramatic pictures and the biased video. And you've listened to the one-sided commentary by extreme animal rights activists who would also like to take all your horse-owning rights away from you. You do realize that cows are killed to feed you? You understand that your boots and shoes are made from the dead cows? Leather seats, purses, wallets, the list goes on. You probably ride a leather saddle and use a leather headstall or other tack. OMG! You are responsible for killing baby cows! I could rant all day about the hypocrisy in the comments you people are making.
I'm not sure what the fine is, but back in the 90's when I was rodeoing, the jerkdown penalty was 500 at a PRCA sanctioned event. I would imagine it's more now. This is to protect the animals from injury and keep PETA at bay. Also keeps the animal's owner from losing money from a dead calf.
You are wrong to put ranchers and stock contractors in separate categories. Most of the time stock contractors lease timed event cattle from ranchers. If there were such a high death loss, as you have been brainwashed into believing, no rancher would allow his calves to be used at a rodeo.
