New saddle, corrective pad, same issue...what am I missing?

I posted a couple of months ago about a barrel saddle I purchased not fitting my horse right. Due to the advice I sold the saddle and purchased another one. I also purchased a classic equine bio fit correction pad. When its sitting it looks ok. Last saddle rocked on his back and tipped forward. When its cinched it pops up in the back. Last saddle did the same thing. I've never used a pad like this. Am I supposed to use another pad with it? It seems thin compared to how I usually pad under a western saddle. I've read posts where people use just this pad by itself though. So I'm attaching pictures.

Your photos are too close. Need to see the horse from the side, including withers and rump in one photo.

I too would like to see a couple photos from farther away, maybe a straight side shot, and straight front/back shots.

I can't tell if you have the saddle too far forward, too far back, or just right. Need different pictures.

It concerns me that it is popping up so much in the back. Usually that means it is too large on the withers so the front is "falling down" and pops the back up.

What was the brand name, tree type, and gullet size of the saddle you tried before?

What is the brand name, tree type, and gullet size of this one?
