How do you measure the tall and wide part?
Im usually a 7 to 7.5, but if they fit small, 8 should be fine.
Where are you located?

Basically measure the widest part of you calf and add about and half and inch to and inch for wiggle room, and so you have room for when your calf flexes when you ride. And then measure from your ankle to the inside of your knee where it bends. Tall boots are made small. I'm usually a 7 to 7.5 as well but the size 8 tall boots fit me perfectly.
