Check eBay. Lots of used tack on there for sale.

That is not a good choice if you are getting in to dressage. Horses learn to raise their nose and bulldoze thro it.

Is it okay to have a bit for dressage and bitless for trails?
Or would he be confused?

I ride my boy with a bitless, but occasionally will put his snaffle bit on him just so he will still take a bit. He doesn't seem to get confused at all with the difference. Horses are SMART!!!
