Are the breeches low/mid rise or are they high waisted?

Is the saddle a 3.5 fit? I think this is the same saddle I have in a 17.5" and it fits my mare great but I could use a smaller seat

On my saddle on one of the flaps it says "3.5 fit" I can't remember where exactly it says it tho, my saddle is at the barn. If it is the 3.5 fit I'll take it, but I would love to take it. I just wouldn't be able to sent payment until I get paid on Friday.
