Need Blacnket/Sheet

As some of you may know I got a 3 yr old gelding from the kill pen this summer. Well he came thin, and had been compleatly body shaved (almost down to the skin). He has grown in some hair, but not a ton, and I live in vermont (its cold right now!) I need to find some cheep blankets/rain sheets for him. I am guessing he is around a 72-74 (about 14.2 hand qh)....does anyone have anything? It must be waterproofed or can be waterproofed.
