Believe it or not I am still confuse

I am assuming that you cannot keep your desktop background to stay on desktop regardless or window being open close or either?
Try the following:
1: In control panel go to
2: Ease of access center At the bottom, choose
3: Make it easier to focus on tasks
4: Under "Reading"
5: See if "Remove background images" box is checked.
If it is, uncheck it and that should get your desktop wallpaper back.
If not then try the following:
1: Click Start (That window icon thing on the left hand corner on taskbar)
2: Type run - on the search bar
3: This will bring RUN, right click on it and choose Run as Administrator
4: Type regedit -you need to type regedit in RUN box
5: Go to HKEY_CURRENT_USER - this is shown on the left hand side
6: Select (Drop down) --> Software ---> Microsoft --->Windows---->CurrentVersion---->Polices
7: Delete all folders related to Wallpaper and/or Activedesktop
That should resolve your issue.
