Can you press CTRL+ALT+DEL (all at the same time), it will open the Task Manager(If its Vista then it will come up with a window where you have to click "Start Task Manager").
It will open up a window
Click Processes
Press Print Screen or PRTSC on your keyboard
Open MS Paint from Start ---> All Programs --> Accessories ---> Paint
Click Edit and Paste / or you can press CTRL+V
Click File and Save as
Save it as Jpeg and upload it here.
That will allow me to see what processes running at the background of your machine which could cause the issue.
The reason of doing the above is because very less amount of services run under Safe mode and it seems one or two services under normal mode are blocking your internet access via browser.
Alternatively, I would suggest you to keep taking off each service from Processes (either by pressing Delete key on keyboard or End Task on the Task Manager) and then check the browser if it loads or not.
This will allow us to pin point the issue in normal mode .
These are the only services which I can see as strange which might have been affecting your connection. Certainly boinc.exe and the boinc manager, although these are services for scientific research program but perhaps that might be causing some issues?
Try logging onto Windows (in normal mode)
Press CTRL+ALT+DEL to bring up the Task Manager
Click on the services I mentioned above
Press End Task or Delete on your keyboard to close the services
Once closed, try to open the browser and see if you can connect to the internet.
Boinc is the SETI@home screensaver thing which has been on the 'puter for years, iconoid is an app that lets you reposition the desktop icons and hide them, and has also been there for years ... unless they're causing a conflict with the new RAM...?
If I would be you I would disable all of the above and try it. RAM will never affect the internet browsing however if the RAM is faulty your machine will crash every now and then.
I am not too so sure either since we have done almost everything to fix the issue and after seeing processes in Safe mode, there are plenty of *processes* in normal mode which we should stop to see what is making it not to work in normal mode.
Astropulse is something to do with BOINC... I stopped it, BOINC and Iconaid, and it didn't make any difference, but then when I tried to work in safe mode with networking, there was no connection to the 'net at all.
Safari couldn't find the server on any sites, and when I checked through things there were two errors, one with the DNS and the other with the key ports ...
I got out the lap top and plugged the ethernet into that and OMG it couldn't connect to the 'net either, something to do with a DNS error, I eventually found Vista's version of system reset and used that to get things working again...
And to pile misery on top of everything, I was telling someone (who I've already told that my computer is wrecked) and she tells me to ring this fella as he knows how to fix computers and will come to your house
Now why didn't she say that 3 weeks ago?!?!?!
Thanks very much for your help Jehanzeb you've been an utter star!
This is well strange. I don't understand, you got the computer fixed and since then it didn't allow you to go online on normal mode. Now when you stopped the services BOINC and Astropulse, you are no longer able to go online in safe mode.
Can you give me exact error messages you get on DNS and Ports please?
You mentioned you did some reset on Vista? I didn't understand what you did and it started to work again? :S.
BOINC and Astropulse wouldn't make any difference in safe mode since they don't run in Safe mode in the first place. Moreover, the other general services don't run under safe mode.
I think if someone is coming down to have a look at your machine, you might as well ask him/her to check the router too.

Yup, strangest thing I've ever come across in all my years using a computer!

When it wouldn't go online I clicked some "repair" thing and it brought up a dialogue box with a list of 'checks', DNS and ports came up with a I can't remember what the message was, something about not being able to connect or find them... ?
When I get the time to I'll try it again and write the error message down!

yes, that was the laptop, I was getting a DNS error when I tried to connect to the 'net, I found system restore and reset it back to a date last week and it worked again
(I've tried that about 10 times with the desktop and it's never worked)
