Picture Effect Editing

Does anyone know what free online editing service or even regular software to use to get that black "cloud" around pictures. None that I have, well for all I know, have that option.

Or if anyone would want to put it on for me that'd be great. Thanks guys

Photobucket has tons of effects and it's free! I have used the black cloud like edging before and you can make it any color, thick or light as you want! Just make an account :)

Ya I noticed! It's awesome :) I love it! I've played around with quite a few pics myself....it doesnt do all the stuff that photoshop and other fancy programs can do, but it's simple and free :)
