5- Please title your threads properly.
When posting a thread in which you need help, don't title the thread "Help". Title the thread something more appropriate that pertains to what you need help with. This way you are more likely to get a response, and other users that have the same question or problem may not repost the topic since there was already a discussion on it.
That is a quote directly from the "Rules and Announcements" portion of the forum. I read your title and had to share :)

Also, you don't KEEP a horse's head "down". An Arabian holds its head much differently in WP than a QH or stock type horse does. You're going to need to muscle up your horse from back-to-front in order to obtain and maintain a proper headset. Get your horse driving from behind. There are lots of threads in the Training sub-forum that can give tips on how to do that.

    Good luck!

This is what you want, not down. Find a trainer to help you.

Agreed. Trainer. WP is much more complicated to teach than most folks think and unless you have some previous experience training it, then you will be much better off with professional help.
