Good advice above. The fronts look like nice hooves, but they are real trimmed and have no concavity . The backs look lopsided at areas. There is nothing here that looks like a good trim and maintenance won't solve. Your horse may be "dragging" because of the body's reaction to the sensitive soles. His body being sore from avoiding making his feet sore.
That shoe at the top. It's short shod-doesn't go back far enough. And those ends should not be so turned in. They need a bit of a wider shoe (roomy) to help the horse's heels flex outwards.
