I keep the Downy spray inside, just carry it back and forth as needed. The point isn't to soak the horse down, you barely spray any on their coat, spraying on the brush would do it too but you'd need to spray more often since it's such a small surface area. My horses don't feel damp at all after I'm done, nor do the blankets. It's a very light misting is all. Right now we're at =10 C with the wind, so it's plenty cold out.

I do as Dreamcatcher Arabians does: carry the spray back and forth with me. But I live 5 feet from my barn... still too far away if you ask me!
