Hair loss is not a symptom of old age in horses, and horses that can't hold their weight shouldn't be worked regardless of whether they're 4, 12, or 32.

Where I'm at we've just had winter!! Summer's coming up, and in a month or so all the horses will be sent to the countryside for vacations. I'm guessing they will find him a replacement for next year (they've changed 2 out of the 3 lesson horses each year so far), so he will probably be retired after these two months!

Pardon that missed that it was your trainer not the BM or such that had made these comments & missed the bit about the vet keeping an eye on him.

Whether he's truly old or not, yes, there is something else wrong, nutrition or otherwise. Old horses can need special care & skinny & hair loss should not be accepted & discounted as just old age. Just because the vet may be effective with some treatments, is perhaps generally knowledgeable, doesn't mean she knows everything & sounds like in this case that she doesn't have a clue(assuming there's not more to it) & another opinion should be sought.
