lumps in throat latch/jaw area

I have a six year old Missouri Foxtrotter mare who appears to be in perfect health. A couple of months ago, I noticed multiple soft lumps in her throat latch area, and in that little V shaped area under her face. I called my vet, and he told me to come by his office and pick up an antibiotic. I gave it to her as instructed, and the lumps went away. Now they're back. She seems fine, no fever, runny nose, appetite is great. I'm going to take her in but just wondering, if anyone else had an experience like this, and what it might be.

Are they lumps like swellings or lumps like bug bits?

My friend and I noticed lumps like that on her Arab gelding. They ended up being an allergic reaction. He was tested and it was determined that he was allergic to pretty much everything he could be allergic to, except for flies. She changed up his diet per the vet's recommendations and they went away.
