If it was me I would have already taken these steps because from the sound of it once you are done with the horses they get sent back from which they came and in my opinion I would not want to waste the time and money to fix/help them just to send them right back to the party responsible.
I guess there are leasing agencies that basically winter the herd, and then lease them in mass to summer camps. They must have a lot of them, because it's about $100 a month per horse. From talking to him it sounds like he does a several camps in the area. We keep them for the summer, and pay all of their expenses. They come with tack, though we had to fit it and purchase some new saddles and things since what was sent didn't all fit. If we ever need to we exchange the horses and new ones are brought in. For the time being they come with no information since a new person took over the agency this year. Which is why we'd have a hard time reporting him, since technically he isn't really responsible to how the herd wintered. Honestly, it's a horrible situation. We've fattened the horses, which he seemed to also be very concerned with. However, I will never work in this kind of set up again. Horse care is too easily neglected!
