Rehabilitating Shire Horse

I need some guidance on rehabilitative excercises and therapies for my Shire Horse. He is a robust 2.5 year old stallion who has already had a hard knock life before I bought him.

In August he got in with my belgian mare and did what came natural to him because she was in heat. She was not fond of his affections and kicked him in the right rear leg. The kick did not shatter his patella or tear the ligaments but it did create a tibial fracture in the epiphyseal growth plate. After a month the fracture seemed by xray to be healing quite nicely. The horse now suffers from stifle lock. He walks fairly well but has a pronounced stiffness.

His current therapies include a vitamin (Durvite) and glucosamine supplement. We try to take him for a 15 minute or more walk everyday. He is generally on stall rest so he doesn't get too worked up.

What kind of excercises could I graduate him up to to start working out the stifle lock and strengthen his hind quarters?
