Small bumps on on horse. What is it?

My horse has developed an area of small bums on the top of each hind quarters. It is under his hair but you can see the bumps. I picked at a couple of them and they came off. Can't tell if it is dead skin or something else, but they are white in color. Any thoughts on what it is and possible treatment? Thanks.

Sounds like rain rot to me as well. The first few days they're like hard scabs then they get more flakey and easier to pull off.

Thanks. Looked up rain rot and I believe that is it. We have had a lot of humid and wet conditions here for the last several weeks. Will look for some remedy asap.
