Weird white bug?

Their is a weird white bug, smaller than a fly, that have made my horse home. It has wings and flies. They are located on at least 2 parts of my horse; underneath her neck on the right side (if your on her back) rights where her neck meets the rest of her body. And underneath her neck again, a few inches back from her throat latch. Also, their is a hairless spot near the middle of her back behind her withers. It's about 1" in diameter.

I originally thought she had ringworm, so i ordered dewormer from Horse.com and i just dewormed her about 15 minutes ago. Thats when i saw her itch her neck on the fence, so i went to scratch it, when i noticed the bug...

Any idea what it could be?

I don't know what the bugs are, but a good fly spray would probably kill them. So I would try a good fly spray in the areas the bugs like to congregate.

Also, ringworm is not a worm, it's actually a fungus. But if your horse has bugs, deworming is probably not a bad idea anyway.
