It is a shank hobble. Since the shafts can move independently, there needs to be a way to limit the distance they move.
Pechos, as far as how tight the chin strap should be, it really depends on your hands and your horse. On a problem horse, I'll have it at one finger but normally 2 fingers is plenty loose and looser then that serves no purpose. I rarely need to engage the chin strap but my horses are pretty well trained, I have light hands, and I use all my aids. (BTW, I hope you didn't think that I was referring to you about being uneducated - it was a generality and I sometimes get a little over passionate.)
