Another thought I had, with a leather saddle w/ too-forward flap: Leave the original knee rolls on there for looks. Add some Velcro behind them. Stick Wintec or Bates knee rolls on there behind the original ones. Depending how far too forward the flap is, that might add knee rolls where you need them. I was going to do that w/ a Stubben Imperator VSS that was too big for me, but I ended up selling it when I finally found a smaller one that fits perfectly. It felt just about right when I made the mock-up but I never got to see how well that idea actually worked.

Stubben Camelot english saddle. GREAT PRICE
Stubben Camelot is another cc of the CS ilk that you might pick up cheap used.

That one is not cheap but I've seen these as low as $350 and still if great shape.

My friend is tall but her legs are very short, she has a wintec close contact, she let me try it and my legs were sitting an inch past the flap, even when the stirrups properly adjusted. I think that type might work well for you. There are a lot of seat sizes, plus you can get various blocks to put under the knee roll and the easy-change gullet system is a major bonus, especially if your horse changes shape or you ride multiple horses.
