I wrote a 10 page research paper on horse slaughter last year- did you know that after slaughterhouses closed in the US that slaughter increased in Canada by 148% and in Mexico by 600%? Those statistics are straight from the GAO 2011 study- you can look it up, its not hard to find. Frankly, I think you'd rather see horses be slaughtered in Canada then in Mexico- at least there are some regulations there. If slaughter were to shut down in Canada, 2 things would happen- there would be more unwanted horses and slaughter would rise in Mexico. The real problem is ignorance. Ignorant horse owners breed horses like rabbits, and ignorant horse owners keep horses they can't afford or don't know how to care for. Unfortunately, our society does not condone sending these people to slaughter ;) As long as there are ignorant people (Which will last a very long time, seeing as they seem to favor the horse world), horse slaughter is a necessary evil. Personally, I would rather see a horse fill a stomach then starve in a paddock because it's owner can't bother to care for it properly or give it to someone who will.
