What Dreamcatcher said. I've always told my mares if they expected to be fed and have a clean barn while I was pms'ing then they better do their jobs with no complaints when they were in heat. Seemed to work. I had a mare that I had to pick up her back feet and hand them off to the farrier when she was in heat or she'd try to kick him and another who makes google eyes and wants to rub against any man (2 or 4 legged, makes no difference to her) she sees but those were the only issues I ever had to deal with so those weren't things I couldn't live with. Actually it's pretty funny to watch the one that falls in love with men when she's in flirt mode.
Seriously though, it does seem like their first cycle of the season is the worst. Maybe for now take a wait and see attitude until her next one and if it's still bad then look for solutions. The thing about you being willing not to ride her during her heat cycles may not work because I've seen many a mare that will go into false heat anytime they get around strange horses. That's a huge reason why they need to learn to listen to you no matter what time of the month it is.
