Wow thank you all for the replies!!! I will definitely try the treat thing. My only concern with me swinging my hands around her face is that she is extremely head shy and my barn owner (it's her horse) has been working on this issue for years. I don't know if this would just cause a problem?

No horse should ever discipline another when it is being handled by a human.
IMO I would treat that horse as if she bit you and discipline her.
If the owner doesnt like it then she can either move the horse or solve the problem herself.
That is a dangerous situation you have posted about. Shalom
