I would guess they thought they were "free lunging."

At our therapeutic riding program, we had a volunteer who would help exercise horses. He was an older gentleman who had been around horses a long time, so no one really paid much attention. One day, an instructor happened to be in the ring during his "free lunging" session, which involved him doing just what you described, chasing an older mare with a lunge whip, around and around the ring until she was in a full canter (this was an older mare who physically wouldn't be asked to canter under saddle).

I'm all for free lunging when done correctly and with purpose, but this- and what you're describing- sound like people who think they are getting the horse to exercise without really understanding what they're doing.

We no longer have volunteers lunging horses.

If the kids want to chase the ponies it's not hurting the ponies and the kids will tire before the ponies do. Perhaps they were trying to catch them but if not, let them have their fun. Of course this can backfire if they should need to catch the ponies. Ponies are smart and will outwit the kids that age.

Thank you all for the responses. It sounds like this was harmless if not the best way to go about it. If the ponies were destined for further training I'd be more skeptical of it but they aren't, they are corral puffs.

Yeah I mean who knows without being there but I think it's just the "why would you do this" without being a big deal category lol. Wouldn't want some kids doing it with my own horses but ultimately unless they're REALLY running the horses (which us people are usually too out of shape to do lol) or scaring them it's not a big deal and as for the kids in danger...what are we going to do about it :/

I don't think its safe to have kids free lunge, chase around ponies.
I saw an advert for a mare and foal for sale, the ad was a video of them being run around,
asked that they show me still photo , and got insulted for asking for a still photo and they thought running this mare and newborn foal was a great thing to do, poor foal was huffin and puffin. It was also a rescue.
