I'd be putting down pressure treated joists then a new floor of 2x6's or 2x8's. The floor boards don't have to be pressure treated. Even if a couple of stalls are done. Can they share?

Jeez! Hope they are back home safe now? Can't believe it got this bad, especially as the weather is so nice compared now, haha. Thank you for the advice xx
