I only wear tall boots (leather) for competing or hunting because I don't find them very comfortable but in the UK where it rains a lot all year around and you often have to dismount in deep muddy conditions to open gates on bridle paths that some kind person had wired shut I did wear tall rubber riding boots and found them a lot more comfortable than leather one's.
They work out a lot cheaper than buying paddock boots and half chaps.

I do not ride English very often so I just use paddock boots and half chaps. They are cheaper and easier. I also use them for showing locally. They are fine.

I always had a lot of trouble getting into my hunting boots, I have a high instep and a smashed ankle so I bought a pair of black short boots and black smooth leather chaps, hard to tell that they aren't long boots.

I started with a pair of Asolo leather hiking boots that I wore half chaps with. Works great riding trails and working around the farm. Most comfortable boots I ever owned and they repaired them for free anytime they needed to be restitched or resoled. I bought them when I was 20 and just retired them a couple of years ago when they just couldn't be repaired any longer. I have had multiple pairs of Ariats of varying comfort levels. Some great for riding but hell on the feet for working or walking and others that are ok for work or walking if it is limited. You would not wear them to put in a full days work or use to hike in. I don't like having to change shoes going from one activity to the next. I love my tall boots but they were kept for shows only until I stopped showing. Still use them strictly for riding which means they don't get worn often. Have I said I hate to change shoes. The newer hiking boots don't lend themselves so readily for cross purposing so I am still on the look out for replacements for my Asolos. I will say I have had a couple of pair of western boots that came close and for trail riding were great. I'd say your best bet is a paddock boot/half chap combo as that gives you the most use. It was also pointed out you could take them off if not riding and it was much cooler than being in tall boots if you did not have something to change into. Have I mentioned I hate to change shoes....
