Go out with a little grain in a bucket, a halter and lead rope. Hang out and act like you don't give a rats butt whether he comes to you or not and he'll be right there. When he comes put the lead over his neck to hold him while you put the halter on. Once you have him give him some of the grain and not until then. Never let a horse steal from you.

I have had this problem with all of my ponies!!! Make a routine, like bringing them a different treat each time you go to catch him. Keep it inconsistent so he doesn't know what to expect, this will make him more curious. Praise him whenever he does something right, even if its as simple as accepting the head collar. Eventually, every time he sees you he will be excited and intrigued to see what you have for him today.

Spend time just hanging out in the pasture or paddock. Sit in a lawn chair and read a magazine and don't look at him. They are of such a curious nature, eventually he'll come closer. Lay an old jacket on the ground close by to see if he'll come and explore it. Continue to ignore him and eventually, he'll probably come nosing around. Also, when you can catch him, don't just slap the saddle on and ride, just groom him, even massage him, give him a carrot and then put him back in the paddock. Do this a few times and he'll probably look forward to your visit.
