she is definitely out more than in
just during single digit temps
Also there is no cover in the turnout just one little tree with no foliage this time of year
she does wear a blanket even in the stall
she has a heavier one for outside

That's good. In that case, you may want to have something in her stall she can play with. There are horse toys out there you can try. But she may be the kind of horse that does better outside 24/7. She really should have shelter though. What will happen when it's hot and sunny and she can't get shade? A single tree, even with foliage, will not provide enough shade. Can you build her a basic, three-side shelter? And does she have companion animals when she's outside? Horses do better when they're not alone.

this is not my barn I am boarding so I cant just build something
there is a single tree in the run in the summer she can just fit under it
there are 2 turnouts there are 3-4 horses in the one turnout and the with my horse there is one other horse the barn has all males except mine
there is also a pony that go between both turnouts
