How can anyone tell?

Is he fast to canter from a standstill? Has he got brakes from a gallop?
Can he bend at speed?

Only one way to find out and that is to try him.

Impossible for us to answer that question over the internet, without riding the horse, seeing him move, or even at least seeing a video. Some horses are good at it; some are mediocere, and some don't like it. Impossible to tell until you try it.

Which looks to be about the same horse in question?

Bits don't control a horse.
Good training controls a horse.

I confused about the whole selling process going on. Is he offered through some sort of on line auction? Does your friend (the seller) have any choice about who buys him or does he go the the highest bidder?

OK. I have ridden him now, and he's too headstrong for me, and way too strong. He's still up for auction.

You would struggle to find a British pony that isn't prone to laminitis - they've all got some native breed blood in them so as long as you can manage them correctly I don't see it as a problem at all
