At 5' tall and 115 lbs Foxhunter, I think it would be potentially unhealthy for OP to lose 20 lbs. That would put her at only 95 lbs. I know I am 90 lbs, but I am 1.5" shorter than she is and I am on the lean side due to health problems. And honestly even if she WAS 95 lbs I wouldn't want her on a 38 to 40 inch pony. I wouldn't even personally sit on one.

If you look ay UK height/ weight charts she would be well within range.
US charts are far higher.

I never varied in weight when I was younger. At 5'8" I was 140 - 145 lbs. when the woman I was working with was sick so one had to ride the yearlings away. As no trainer wants more than 126 with saddle, I had to loose 14 lbs which I did and kept it off for several months.

No harm done by it.

I would do nothing but ground work until he is 4. See what size he is by then. He sounds pretty small.
Driving sounds like something to investigate.

I'm 5'0 and about 95lbs and do not look unhealthy in any way, it all depends on your build. However, even at my size I wouldn't get on such a small pony. A pony that size is much better suited to driving.
