Reads a 14" seat to me, the tape has to start on the saddle behind the horn, not at the very front of the saddle. you need to measure the part where your body sits, not the part in front or behind.
A 14" is still pretty small, a teen or small person would fit well, probably not an adult (unless very small).
Depending on where you live, it could be worth $150 to $250 - just takes the right person who wants a pretty saddle for themself or kid. Also, I doubt that the silver is sterling, unless you take some off and look for the markings. If you haven't needed to polish it, it probably isn't silver.
Yes, take pics of all parts that aren't perfect, take pictures of the inside of the stirrup leathers showing the hardware for raising and lowering the stirrups, and post the pictures showing gullet size and seat size, but change your measuring tape to show the actual seat size. I had to count the inches and subtract 4 (the part you measured in front of the seat). Make it easy for potential buyers.
