I have one that does that!He does it often and sometimes when walking.He also sticks his tongue out(and leaves it that way for awhile) and he's not lame.Lame brained maybe tho.Haven't yet figured out if he's super smart or was a dummy foal!Real personable horse,

I've seen this as an anxiety response.
it looks a bit like how a housefly with rub it's front legs on each other. kind of creepy.

My horse does that too, except he rubs his legs together then to scratch himself and get the flies off. Nothing to be concerned about, just a strange habit.
