Bit not moving like it should

i have this bit Route 66 Dogbone Bit and i got it from a friend to have and it doesn't move it just stays where it is. ive tried Vaseline to help it but it doesn't move! do i have to keep the bit looser its not tight but its not loose either.

Hold on to it and deliver a whack with a hammer? Maybe it's not supposed to move.
