Call the ministry and complain. I'd just shoot them and bury the carcasses and not tell anyone.

 

Not sure where you are located but around my neck of the woods, bow season is rapidly approaching. Try contacting the local game warden & I'm sure they could put you in touch with bow hunters in your area

Scarecrow of some form - perhaps hanging strips of plastic to flutter in the wind and make noise? Sacrifice bale - cheaper, lower quality hay put a distance from the good stuff? Hay bale guard dog?

That's all I've got right now.

 

Not sure where you are located, but in my neck of the woods, when you have wildlife damaging your stuff, you can get a permit from fish and game to kill them out of season. I know of property that is over ran withdeer, and the owner received permission to take 30 animals from the wildlife officer. something to look into for sure.

You can get motion activated sprinklers that you hook up at night. The deer come near and they get sprayed with water which makes them leave.

 

A gun or a bow are about the only things that really work!!!
They've been particularly bad here this summer nipping the buds of lily's and lots of other plants that are supposed be deer resistant
Can you put some tall metal stakes and electric wire around the bales - needs to be at least 6ft high and run from a battery if its not close to a mains electric

 

Gather up all your guy friends (who aren't vegans) and have them urinate all around your bales, as often as they are willing. It's what I finally resorted to to keep them out of my orchard. Yeah. I know. But it works.
