My daughter prefers our new dressage saddle to our old all-purpose saddle for Moonshine. All of Moonshine's saddle pads are jumping style, and the flaps of the dressage saddle hang about two inches below the bottom of the pad (so it's against Moonshine's skin there). Moonshine doesn't seem to mind. Do I need to go out and buy new pads anyway?

Since we use pads to protect the leather of saddles, it's up to you. If your daughter has the time to wipe any sweat or grime from the exposed area of the saddle, and will do it, every ride, then you don't need to. Other than for asthetics.

If it's not rubbing Moonshine and she is cleaning/wiping that down after use then no.
