We have bedrock and pounding in the ground rods is nearly impossible... Of course right now the ground is also frozen under 2ft of snow but when spring hits, I need to put in some ground rods. My question is.. can we lay the ground rods horizontally about a foot down? Someone suggested it but I wasn't sure if it was actually possible. The soil is VERY wet.

I did some searching. The horizontal method is not highly thought of and still has to have a certain depth of soil to work like it needs to.

I would honestly call an ethical, certified electrical contractor and ask the question.

It sounds as if you need to rent a power driller to go down thru the rock. If the rock is solid all the way to your end depth, you still need to put some type of soil in there, after the ground pole is set in. A good outside electrical contractor should be able to give you the answers to that:)
