So when I ride my new mare, she sometimes pops her head up.. Sometimes wonder if I need to put more slack in my reins but nothing really happens.. I've looked at everything, and she does it for no reason.. How can I get her to stop? And how can I start teaching her to keep her head down? Like for a straight neck line from the withers to the poll?

Check your saddle fit.

Also check your riding. Most horses pop their heads up because you are not correct in the saddle... not sitting up straight.. not pushing the horse forward with legs and seat.. banging the horse in the mouth with your hands.

To add on to Elanas good info, get the horses teeth checked/ make sure the bit isn't hitting them and hurting your horse.

If the saddle fits the horse properly then make sure your cues are consistent and not bumping the horse.

Is this at all gaits? If she has lameness issues either due to physical damage or tender foot issues dues to uneven/stony/hard ground, it will cause her to throw up her head (particularly at the trot).
