So you're wanting to pack for support?
@desertcountry: has somebody looked at the horse's hoof to determine why there's heel pain?

Yes

Short answer: No, but you don’t need to pack because that only helps the sole of the hoof, not the heels. You need to shoe or get boots. I’ve attached links you should check out. Talk with your farrier and vet first to make sure there is no underlying cause and what is the best fix.
Long Answer: While it is not a common practice, some companies came up with a packing material that adheres to the hoof for horses that have thin soles or sole pain, but when it comes to actual heel pain, you may need to get the horses hooves up off the ground. The easiest way to do this is to shoe.
I’ve owned a horse with tender toes too, and my vet and farrier both said that he was just thin soled and had bad heels. The best remedy was shoeing, and while it does add to the monthly-bimonthly cost, it really helped him, and he actually enjoyed running around.
Another option may be to purchase those little “hoof sneakers”. I had a friend that used those out on trails for her barefoot horse who also had thin soles, but he didn’t have heel pain. Maybe with an extra support insole, they’d help the heel pain. Also, they are expensive, a set is like $420, but she said it was worth it in the end because she didn’t have to pay for shoeings. They’ve lasted quite a few years, so she’s definitely right!

You need shoes and pads and X Ray done to find out what angle the toe should be on the hoof. Get some remission or equinity to help this hoof. If the frog and top of the heel is mushy you need to clean out the rot, because it should not be mushy. Packing the sole without shoes or hoof boot is useless. You can clean and pack but then need to wrap the hoof to above the heel .
